EU endorses Structured Dialogue recommendations, urges Libya to advance toward elections & institutional unity

The European Union and its Member State diplomatic missions in Libya expressed on June 11 support for the conclusions of the UN-facilitated Structured Dialogue process, describing the outcome as the product of a “Libyan-led and Libyan-owned” initiative.

The EU urged all Libyan stakeholders to engage constructively with the recommendations, stressing that their implementation is essential for restoring institutional legitimacy, unifying State structures, and paving the way for free and fair national elections.

The delegation also commended participants across the dialogue’s four thematic tracks, noting that the recommendations emerged from broad consultations and consensus-building efforts. It further acknowledged the role of UN Special Representative Hanna Tetteh and her team in facilitating the process.

The statement comes amid emerging divisions over the outcome of the dialogue, with some participants in the governance track reportedly expressing reservations, arguing that the final recommendations do not fully reflect earlier discussions or national interests. Concerns have also been raised about limited participation from key political figures in the closing stages, highlighting ongoing tensions over inclusivity and transparency in Libya’s political transition process.

The EU reaffirmed its backing for United Nations-led mediation efforts aimed at stabilising Libya and supporting long-term institutional unity and sovereignty through consensus-driven reform.
