Morocco Ranks as World Bank’s Eighth Largest IBRD Borrower with $1.77 Billion

Morocco secured $1.77 billion in World Bank financing during fiscal year 2025, positioning itself as the institution’s 11th largest recipient overall and eighth largest borrower from the International Bank for Reconstruction and Development (IBRD), according to newly released Bretton Woods statistics.
The World Bank’s total commitments reached $80.8 billion for the fiscal year ending June 30, 2025, split between $40.9 billion from the IBRD, which serves middle-income countries, and $39.9 billion from the International Development Association (IDA), the concessional arm targeting low-income nations. Morocco’s entire allocation came through IBRD channels.
Brazil topped IBRD borrowers with $3.85 billion, followed closely by Turkey at $3.79 billion and Argentina with $3.73 billion. Ukraine secured fourth position at $3.14 billion, ahead of the Philippines ($2.85 billion), Indonesia ($2.75 billion), and India ($2.35 billion). Morocco’s allocation exceeded South Africa’s $1.50 billion and Peru’s $1.21 billion, completing the top ten.
Regional distribution reveals Latin America and the Caribbean as the largest IBRD beneficiary with $12.4 billion, followed by Europe and Central Asia ($10.5 billion) and East Asia and the Pacific ($6.4 billion). The Middle East and North Africa region, including Morocco, ranked fourth with $5.2 billion in commitments. Morocco accounted for 34 percent of IBRD approvals within MENA, establishing its dominant regional position.
The IBRD, the world’s largest multilateral development bank, provides loans, guarantees, risk management instruments, and advisory services to middle-income and creditworthy low-income countries. Morocco’s substantial borrowing reflects its strategic partnership with the institution and its continued access to non-concessional financing.
Meanwhile, the IDA committed $39.9 billion across 303 projects, supporting 78 eligible countries primarily in Sub-Saharan Africa and South Asia. Nigeria led IDA recipients with $3.15 billion, followed by Bangladesh ($3.05 billion) and Ethiopia ($2.44 billion). Some middle-income countries like Nigeria qualify for both IBRD and IDA funding under “blend financing” arrangements, though Morocco accesses exclusively IBRD resources given its economic classification.
