Norway Confirms No Fresh U.S. Truce Proposal for Sudan Following Burhan’s Rebuke

Norway’s State Secretary Andreas Motzfeldt Kravik clarified on Thursday, November 27, that the United States has not submitted any new truce proposals for Sudan, a statement welcomed by Sovereign Council head and Army chief Abdel Fattah al-Burhan. The clarification comes after Burhan publicly rejected what he described as a “fresh U.S. plan” earlier this month.
On 23 November, Burhan told supporters that U.S. presidential adviser Massad Boulos had circulated a document suggesting the disbandment of the army while leaving the paramilitary Rapid Support Forces (RSF) intact. He called it “the worst paper” and warned that mediators risked losing neutrality. Kravik, visiting Port Sudan, reported that Boulos confirmed there was “no new U.S. document or proposal on a humanitarian truce,” attributing earlier reports to a misunderstanding.
Sudanese Foreign Ministry under-secretary Muawiya Osman noted that Burhan “welcomed this frank clarification,” with similar assurances received directly from Washington. Burhan also praised U.S. President  for their peace efforts and reaffirmed the government’s readiness to engage positively to end the 20-month conflict.
