The UN Procurement Division has launched an international tender for the deployment of an AI and virtual reality (VR) platform in Rabat, Morocco, which is hosting the UNOCT Programme Office for Counter-Terrorism and Training in Africa.
Thanks to this high-tech anti-terror training platform, the United Nations Office of Counter-terrorism will advance institutional training in Morocco through AI-enabled and virtual reality simulation tools for CT investigative interviewing. These systems will train law enforcement to conduct ethical, non-coercive interviews in line with human rights standards.
The AI-powered roleplay training platform will support global capacity-building initiatives for law enforcement professionals. It will provide interactive investigative interviewing and soft-skills training through AI-driven virtual human simulations.
The platform is also designed to enable learners to engage in realistic, conversational roleplay scenarios using web browsers and compatible VR devices. The system, to be deployed in multiple UN languages, will support scenario creation and customization, provide learner assessment and analytics capabilities.
The UNOCT Rabat Programme Office has launched several initiatives and innovative training programs designed for African Member States, with the emphasis on five thematic areas: Counter-Terrorism Investigations (CTI), Border Security Management (BSM), Prison Management (PM), Preventing and Countering Violent Extremism conducive to terrorism (PCVE), and Prosecution, Rehabilitation and Reintegration (PRR).
The Programme Office organized and delivered its first specialized training curriculum on CTI in 2022, aimed at developing the capacity of law enforcement officials to identify evidence of criminal activity in critical areas, support complex cases, and direct those who gather evidence to support effective counter-terrorism efforts.
