Libya’s rival political leaders welcomed a final agreement on Sunday, 30 August 2026, to restructure the High National Elections Commission and review the country’s electoral laws.
The agreement, signed by the 4+4 Small Dialogue Committee, sets out plans to reorganise the commission’s board and hold simultaneous presidential and parliamentary elections under a unified executive authority within 24 months.
Prime Minister Abdul Hamid Dbeibeh, eastern military commander Khalifa Haftar, House of Representatives Speaker Aguila Saleh and eastern-based Prime Minister Osama Hammad described the deal as an important step towards ending Libya’s prolonged political and institutional divisions.
Under the agreement, Dhaou Ibrahim Attia will become chairman of the electoral commission’s board, with Sana al-Lishani serving as deputy chairwoman. The deal forms part of UN-led efforts to resolve the political deadlock between Dbeibeh’s Tripoli-based Government of National Unity and the eastern administration led by Hammad, which was appointed by the House of Representatives in early 2022.
