Global and Regional Powers Urge Sudan to Launch Civilian-Led Peace Process

A broad coalition of Western Governments, regional blocs and United Nations institutions has called for the immediate initiation of an inclusive, civilian-led political process in Sudan, stressing that there is no military solution to the country’s prolonged conflict.

In a joint statement issued on June 8 after consultations in Addis Ababa from 3–5 June, actors including the United States, United Kingdom, France, Germany, African Union, European Union, Intergovernmental Authority on Development, League of Arab States and the United Nations reaffirmed their support for Sudan’s sovereignty, unity and territorial integrity.

The group, convened under the “Quintet” framework, expressed deep concern over the worsening humanitarian crisis, noting widespread displacement, acute food insecurity, and continued attacks on civilians and infrastructure. It reiterated calls for a humanitarian truce as a pathway to a lasting ceasefire.

The signatories welcomed outcomes from the Berlin conference on Sudan, including the “Berlin Principles for Sudan” and a joint declaration by Sudanese civilian actors advocating an end to the war and a locally driven political transition.

They emphasized that any sustainable settlement must be rooted in an inclusive, civilian-led process reflecting the aspirations of the Sudanese population, and warned of potential measures against those undermining the transition.

Plans were also endorsed for a structured national dialogue involving political actors, civil society, women, youth, and regional representatives, to be concluded within a defined timeframe of around six months, culminating in a roadmap toward civilian governance.

Sudan has been engulfed in conflict since April 2023 between the national army and the paramilitary Rapid Support Forces, triggering one of the world’s most severe humanitarian crises, with mass displacement and widespread loss of life.
