French parliamentary leaders reasserted Paris’ clear position supporting Morocco’s territorial integrity during the fifth Morocco-France Parliamentary Forum held Thursday in Rabat. National Assembly and Senate presidents confirmed France’s stance as expressed by President Emmanuel Macron in his July 30, 2024 message to King Mohammed VI and his October 29, 2024 address to Moroccan Parliament members.
The position was expressed in the final declaration concluding the forum session held at the House of Representatives, jointly chaired by presidents of both Moroccan parliamentary chambers and their French counterparts, with participation from parliamentary group presidents, foreign affairs committees members, and Morocco-France friendship groups from both countries’ parliaments.
Presidents of the four legislative assemblies welcomed the October 31, 2025 adoption of UN Security Council Resolution 2797 and reiterated support for France’s official position expressed by President Macron, calling on all concerned parties to fully invest in implementing the resolution. Moroccan Parliament representatives renewed their appreciation to France for clear support to Morocco’s territorial integrity, according to the final declaration.
Moroccan and French parliamentary representatives agreed to highlight strategic opportunities in Morocco’s Saharan regions for establishing bilateral cooperation programs beneficial to both countries within the reinforced exceptional partnership spirit. They reaffirmed commitment to accompanying joint initiatives and actions in this direction, emphasizing the need to make the Saharan regions a privileged space for sectoral cooperation based on ecological transition, sustainable resource development, human capital strengthening, and youth opportunity creation through sustainable socioeconomic development.
They called for encouraging partnership development in water, energy, sustainable agriculture, infrastructure, training, research, and innovation sectors, coordinating with Morocco’s Southern Provinces Development Model orientations.
Forum participants welcomed effective cooperation between the two countries in combating terrorism and transnational organized crime, praising coordination between security services in terrorism prevention and terrorist cells dismantlement based on vigilance, anticipation, and human rights respect.
Regarding the Morocco-France partnership, legislative assembly presidents consider the “Declaration on Reinforced Exceptional Partnership” signed by King Mohammed VI and President Macron, along with cooperation agreements and mechanisms, opens broader horizons for partnership particularly in economic matters including infrastructure, green energies, and seawater desalination.
On human rights, participants in the Forum welcomed the reforms spearheaded by King Mohammed VI in the area of women’s rights, and expressed support for strengthening national legislation aimed at defending parity and ensuring safe, full, equal, and meaningful access and participation of women in governance and decision-making mechanisms in both countries.
