France, Morocco cement ties with economic, infrastructure and energy deals

France and Morocco signed a series of cooperation agreements spanning energy, infrastructure, finance, education, culture, postal services, defence and water management, as the two countries sought to deepen economic integration following renewed diplomatic relations.

The agreements were signed during the 15th Franco-Moroccan High-Level Meeting in Rabat, where French Prime Minister Sébastien Lecornu said the two countries were pursuing “ambitious economic projects that create new synergies between our companies and allow us to further integrate Morocco and France into shared value chains.”

The agreements build on commitments made during President Emmanuel Macron’s state visit to Morocco in October 2024, when the two countries launched what Lecornu described as an “exceptional partnership”.

French and Moroccan ministers had reviewed progress on commitments made during Macron’s visit to Rabat and agreed to pursue new joint projects in areas including industry, energy, security, defence, culture, education and agriculture.

Among the main economic cooperation announcements at the event was an electricity interconnection that would promote regional grid integration between Morocco and France, Lecornu said, noting that a call for expression of interest was already launched to invite private sector bids.

Other economic agreements include two French Development Agency (AFD) financing deals, one supporting the development of a regional express rail network in Rabat and another backing water-sector policies.

Officials also signed a cooperation agreement between France’s La Poste and Morocco’s Barid Al Maghrib postal service, as well as a framework cooperation agreement linking France’s CEREMA public infrastructure agency and Morocco’s Laboratory for Public Testing and Studies (LPEE).

Education and cultural cooperation featured prominently in the package of agreements. The two governments signed a declaration of intent on the teaching of Arabic language and history-geography in the French education network, while France’s Arab World Institute and Morocco’s Ministry of Youth, Culture and Communication agreed on a strategic partnership.

Additional agreements covered artistic residency programmes, Morocco’s participation in a fund supporting African authors and producers, and scientific cooperation between France’s agricultural research centre CIRAD and Morocco’s Hassan II Agronomy and Veterinary Institute (IAV).

The maritime sector was also targeted through a partnership between France’s National Maritime Higher School and Morocco’s Higher Institute of Maritime Studies, while the two sides signed technical arrangements in civil aviation.
