Morocco Completes Rehabilitation of 1,400 Primary Healthcare Facilities

Morocco has completed a landmark public health program, finishing the rehabilitation and re-equipment of 1,400 primary care facilities across all twelve of the Kingdom’s regions. The program, which mobilized an investment exceeding 6.43 billion dirhams, has directly benefited more than 20 million Moroccan citizens in both urban and rural settings. The milestone marks a pivotal moment in the government’s broader ambition to reform the national health system and ensure equitable access to quality care.
The program was officially completed on April 4 with the inauguration of the Aït Ourir Proximity Hospital and the Tazart second-level rural health centre in Al Haouz province. The two facilities bring to a close the national rehabilitation drive, which had been launched to modernize infrastructure, upgrade medical equipment and advance the digital transformation of the primary care network through the generalization of an integrated health information system.
The territorial distribution of the program reflects a deliberate focus on equity. The Fès-Meknès region received the largest allocation, with 229 facilities rehabilitated for over 1.024 billion dirhams. Souss-Massa followed with 183 establishments at a cost of 811 million dirhams, while Marrakech-Safi saw 139 sites upgraded for 664 million dirhams. Southern regions including Laâyoune-Sakia El Hamra, Dakhla-Oued Eddahab and Guelmim-Oued Noun were also included, reinforcing the Kingdom’s commitment to healthcare provision across its entire territory.
Authorities confirmed that the program aligns with Framework Law 06-22 on the national health system and the United Nations Sustainable Development Goals, specifically Goal 3 on universal health coverage by 2030. Future phases will extend rehabilitation to the remaining national healthcare network, prioritize preventive maintenance of upgraded facilities, roll out electronic patient records, and continue training health professionals — consolidating the structural gains of this first major cycle of investment.
