In 2025, Moroccan diplomacy stood out as one of the most committed to the governance of the multilateral system. In line with the royal vision based on ambition, action, efficiency, and solidarity, the kingdom has been able to combine strategic continuity with the ability to adapt to new challenges in international governance.
During 2025, Moroccan diplomacy continued its action with determination and consistency, working for multilateralism and taking into account the challenges and profound changes on the international scene.
Thus, Morocco’s continuous, ambitious, and responsible presence within international and regional organizations was marked in 2025 by a sustained momentum of candidacies, elections, and appointments to leading positions of responsibility. These results reflect the international community’s renewed trust in Morocco’s credibility and the relevance of its contributions to major global issues.
This momentum has translated into unprecedented results. The year 2025 saw numerous electoral successes, appointments and reappointments, covering over fifty international and regional organizations and mechanisms in fields as diverse as peace and security, disarmament, human rights, sustainable development, economic governance, digital technology, public integrity, transport, culture and education, science, and sport.
These unmatched breakthroughs strengthened Morocco’s international influence and illustrated the growing impact of Moroccan leadership within international bodies.
Morocco was elected for the first time to the Presidency of the 68th Session of the Committee on the Peaceful Uses of Outer Space (COPUOS) for the year 2025. Another first for the Kingdom is its accession to the Presidency of the International Nuclear Society Council (INSC) for the 2025-2026 term.
In the same vein, Morocco has been appointed President of the United Nations Conference on the Establishment of a Nuclear-Weapon-Free Zone and Weapons of Mass Destruction in the Middle East.
Morocco was also elected for the first time to the Presidency of the International Network of Corruption Prevention Authorities (NCPA). In addition, the Kingdom has made major breakthroughs in international maritime governance, reaching for the first time the position of First Vice-President of the Assembly of the International Maritime Organization (IMO) for 2026-2027, while keeping its seat on the Council and holding an additional Vice-Presidency within the Council of the same Organization.
This is also the first time that Morocco has been elected to the Presidency of the Governing Board of the UNESCO Institute for Lifelong Learning (UIL), to the Presidency of the International Olive Council for the year 2026, and to the Administrative Council of the Universal Postal Union (UPU).
On the international parliamentary and judicial front, 2025 featured two major successes: the election for the first time to the Bureau of the Standing Committee on Democracy and Human Rights of the Inter-Parliamentary Union (IPU), as well as the election of a Moroccan magistrate to the position of Vice-President of the International Association of Judges (IAJ) for the first time since its creation in 1953.
Similarly, Morocco’s integration into the Executive Committee of the International Association of Anti-Corruption Authorities (IAACA) and its election to the Steering Committee of the MENA-ARIN Network, responsible for the recovery of illicit assets, round up the Kingdom’s newly assumed responsibilities in international governance and public integrity mechanisms.
These unprecedented achievements fall in line with the breakthroughs made in 2024, including the Kingdom’s accession to the Presidency of the Human Rights Council, helping to bolster Morocco’s position, now recognized as a key player within the multilateral system.
Another highlight of Morocco’s candidacies in 2025 is the renewal of the Kingdom’s strategic responsibilities within major multilateral organizations. These renewals confirm the Kingdom’s ability to sustainably assume responsibilities that require expertise, mobilization, and efficiency.
This momentum of reinforced international trust has resulted in the consecutive renewal of Morocco’s mandate in the governing bodies of the International Maritime Organization (IMO) and the Universal Postal Union (UPU). These renewals were crowned by the Kingdom’s accession to vice-presidential positions, as is the case at the OPCW for the Conference of the States Parties to the Chemical Weapons Convention and for the Executive Council of that Organization, further consolidating Morocco’s place in the governance of these international institutions.
In the same vein, Morocco, as an active player in the field of international peace and security, has continued to hold the Chairmanship of the Central African Republic Configuration of the Peacebuilding Commission (PBC) at the UN, a position to which it has been regularly re-elected.
This momentum is also reflected in Morocco’s election as a member of the UNESCO Executive Board for the 2025-2029 term, with a high score within its group, and of the Council of the International Civil Aviation Organization.
In terms of food security, Morocco’s re-election to the Council of the Food and Agriculture Organization of the United Nations (FAO) for the period 2026-2029, as well as its election to the Executive Board of the World Food Programme (WFP), confirm the Kingdom’s stature among actors committed to responding to global challenges related to hunger, agricultural resilience, and food security.
On environmental issues, climate change, and sustainable development, Morocco’s accession to the Vice-Presidency of the African Ministers’ Council on Water (AMCOW) for North Africa, and its participation in UNESCO’s Intergovernmental Oceanographic Commission and the International Seabed Authority reflect a steadfast commitment to the sustainable management of natural resources and the protection of global public goods.
Morocco has also confirmed its role as a pole of stability at the regional level, notably through its rotating presidency of the African Union Peace and Security Council, as well as through its active participation in the specialized continental bodies and sectoral councils of the League of Arab States in the fields of justice, energy, water, and tourism.
Another distinctive feature of Morocco’s 2025 candidacy is the emphasis placed on Moroccan expertise in emerging issues on the international agenda. In this regard, the Kingdom has shown its ability to anticipate and support major global transformations, whether in terms of societal change, environmental sustainability imperatives, or accelerated technological development, such as the new era of Artificial Intelligence (AI).
In this regard, Morocco’s accession to the Executive Committee of the Digital Cooperation Organization (DCO), the Vice-Presidency of INTERPOL’s Global Expert Group on Cybercrime, and the Vice-Presidency of the OPCW’s Temporary Working Group on AI, positions Morocco among the states actively contributing to international reflection on the benefits of digital transformation and the importance of responsible and ethical use of emerging technologies.
The year 2025 also enshrined Morocco’s role as a force for unity and compromise by assuming responsibilities for chairing, facilitating, and coordinating major global issues on the international agenda. This international recognition illustrates the ability of Moroccan diplomacy to unite and build consensus, to foster a common dynamic within its Arab, African, and Atlantic groups, and to propose balanced solutions.
Morocco has established itself as a credible mediator in several crises thanks to the long-term vision of His Majesty King Mohammed VI. Within the United Nations, it has acted as co-facilitator on major global processes. For example, Morocco has assumed the responsibilities of co-facilitating the 2025 Social Development Summit, co-facilitated the United Nations Resolution on Enforced Disappearances, served as a “Core State” at the 1st World Congress on Enforced Disappearances, and acted as Vice-President of the United Nations Ocean Conference (UNOC3).
All these achievements consolidate the Kingdom of Morocco’s active role as a credible and responsible player in the governance of the multilateral system and reflect the international community’s renewed confidence in Moroccan diplomacy, a diplomacy based on values, driven by a clear strategic vision, and taking on responsible and constructive leadership on the international stage.
