Maroc Telecom and Inwi plan infrastructure sharing ventures

Morocco’s telecommunications regulator ANRT has received formal notification of a groundbreaking infrastructure sharing deal between the country’s two major telecom operators. Itissalat Al-Maghrib (IAM/Maroc Telecom) and Wana Corporate (Inwi) plan to create two joint ventures that could reshape the sector’s competitive landscape.

The proposed partnership involves establishing “FiberCo” and “TowerCo,” both equally owned by the two operators. This collaboration represents a strategic shift toward infrastructure mutualization, allowing competitors to share deployment costs while accelerating network expansion across Morocco.

FiberCo will focus on deploying new passive fiber optic infrastructure for “Fiber to the Home” networks, providing subscribers with high-speed internet connectivity. The venture will offer passive access to these infrastructures, enabling both companies to serve customers without duplicating expensive network investments.

TowerCo will concentrate on mobile infrastructure, deploying new passive installations to host mobile telecommunications equipment. The company will also handle reconstruction of existing infrastructure when current towers require replacement, ensuring optimal network coverage and capacity.

This infrastructure sharing model, common in mature telecom markets, helps operators reduce capital expenditure while accelerating network rollout. For consumers, the arrangement promises improved coverage and service quality as resources are pooled for maximum efficiency.

ANRT has opened a consultation period until May 30, 2025, inviting interested parties to submit observations regarding this concentration project. The regulator will evaluate the deal’s impact on market competition and consumer interests before granting final approval.

The partnership signals Morocco’s telecom sector maturation, where collaboration replaces pure competition in infrastructure development.
