Dakhla: Falcon Capital Dakhla inks construction of green hydrogen production plant with French HDF Energy

Moroccan utility system construction company ‘Falcon Capital Dakhla’ has signed a partnership deal with French HDF Energy to build a green hydrogen production plant for a total investment of $2 billion in the kingdom coastal region of Dakhla.

Dubbed White Dunes, the project seeks to produce some of the most competitive green hydrogen in the world and to reach a capacity of 10 GW in wind energy, 7 GW in photovoltaic energy and 8 GW in electrolysis.

It also aims at becoming a benchmark operator in Morocco’s renewable energy sector.
The deal was signed by Majid Slimani, founder and president of ‘Falcon Capital Dakhla’ and Damien Havard, Chief Executive Officer of the French company.

“To bring this project to fruition, we devoted almost two full years to the feasibility study. Over the last two years, we have been able to define a preliminary design for the project, as well as a phasing plan for a projected overall surface area of 150,000 ha. This design was made possible by the installation of a measuring mast and the implementation of a preliminary environmental and social impact study, to determine the region’s sensitive flora and fauna zones,” Slimani said.

Slimani’s Managing Partner Anas Belmamoun indicated that ‘White Dunes’ will contribute to “shaping the future of green energy in the kingdom and internationally, especially as Dakhla stands out for its average wind speed of 10 m/s at a height of 100 meters, making it one of the Class I sites for wind energy production.”

HDF is co-developer of the project. Damien Havard argued that the partnership deal represents the perfect synergy between two complementary entities, enabling Morocco to produce some of the most competitive green hydrogen in the world.

The French company, founded in 2012, is a pioneer in large-scale green hydrogen infrastructure and high-power fuel cells. The company announced in October 2023 during the Africa Climate Summit held in Nairobi (Kenya) the commencement of development studies for the first green hydrogen power plant in the eastern African country.
