Libya launches first national Climate framework with 2026–2035 emissions plan

Libya has officially launched its Strategic Climate Framework under the Paris Agreement after it was endorsed by the internationally recognised Government of National Unity. The framework comprises the country’s first Nationally Determined Contribution (NDC) for 2026–2035, the National Adaptation Plan (NAP) to 2045, and its first Initial National Communication (INC) to the United Nations Framework Convention on Climate Change.

Environment Minister Ibrahim Al-Arabi Munir said the framework adopts a balanced approach that combines climate adaptation with greenhouse gas emissions reduction.

The UNDP Resident Representative in Libya Sophie Kemkhadze said the framework would help attract climate investment, mobilize international financing and strengthen cooperation across seven key sectors, including energy, transport, agriculture and finance.

Libya’s 2026–2035 NDC focuses on expanding renewable energy, improving energy efficiency, and enhancing water and land management, while the NAP to 2045 outlines 14 priority actions to strengthen water security, food security and infrastructure resilience against climate change.
