Morocco Launches Public-Private Partnership With AXA to Build UP National AI and Data Talent

Three Moroccan government ministries and global insurance giant AXA have signed a landmark partnership agreement aimed at developing the country’s workforce in technology, data science, and artificial intelligence. The convention, signed in Rabat, brings together the Ministry of Industry and Commerce, the Ministry of Higher Education, and the Ministry of Digital Transition in a coordinated push to align academic training with the demands of a rapidly evolving tech sector.
The agreement falls under the “AI Made in Morocco” initiative, which seeks to cultivate a sovereign artificial intelligence ecosystem designed, developed, and mastered domestically. It targets competencies across cybersecurity, cloud computing, DevOps, data analytics, and AI, with provisions for co-designed degree programs, work-study arrangements, continuing education, applied research projects, and enhanced internship pathways.
Several prestigious institutions will be mobilized, including École Centrale Casablanca, the Arts et Métiers campus in Rabat, and the Institut Supérieur de Commerce et d’Administration des Entreprises. Public universities will also participate in delivering specialized training aligned with industry needs.
Industry Minister Ryad Mezzour framed the partnership as a catalyst for attracting high-tech investment, stating that Morocco’s industrial transformation depends on an unprecedented upgrade of its human capital. Digital Transition Minister Amal El Fallah Seghrouchni described the development of digital talent as a central pillar of national strategy, positioning Morocco as a regional hub for technology professions.
A joint monitoring committee composed of representatives from all signatories will oversee implementation. The partnership represents a concrete step toward bridging the gap between higher education output and private sector requirements, while reinforcing Morocco’s broader ambition to become a competitive player in the global digital economy.
