Morocco-EU Association Council: Brussels Unifies Position on Autonomy Plan for Sahara

The 15th meeting of Morocco-EU Association Council, held Thursday in Brussels, was crowned with the adoption of a new European position on the Moroccan Sahara, recognizing that “genuine autonomy could represent the most feasible solution” to the decades-long regional conflict.
In a joint statement, the European bloc aligned its position to that of the UN Security Council in calling on all parties “to engage in discussions without preconditions, taking as basis Morocco’s Autonomy Plan with a view to achieving a final political solution.”
The EU “welcomed the adoption of UN Security Council Resolution 2797 (2025), which fully supports the efforts of the Secretary-General and his Personal Envoy in facilitating and conducting negotiations based on Morocco’s Autonomy Proposal.”
While many EU countries have already expressed strong support for the Moroccanness of the Sahara and the autonomy plan offered by the North African Kingdom, the new position represents a milestone shift in the Union’s standing.
It is part of the international momentum spurred by King Mohammed VI for the Moroccanness of the Sahara and in support of the Autonomy Initiative, which culminated with the adoption of Resolution 2797 by UN Security Council on October 31, 2025.
The new European position shows consensus of the 27 EU member States on resolution of this regional dispute, based on autonomy under Moroccan sovereignty. This will give new momentum to Morocco-EU relations and strategic partnership.
