Morocco Unveils Upgraded Offshoring Strategy to Accelerate Digital Growth

Morocco held a strategic meeting in Rabat focused on renewing its offshoring sector offering, marking a new phase in developing service outsourcing as a pillar of the Maroc Digital 2030 national strategy. The gathering, chaired by the Minister of Digital Transition and Administrative Reform, brought together public and private stakeholders to strengthen coordination and highlight opportunities amid intensified international competition.
Minister Amal El Fallah Seghrouchni emphasized that renewing the offshoring offer represents a strategic lever for reinforcing Morocco’s attractiveness, attracting new investments, and making the sector a major driver of qualified job creation, particularly at regional levels. She stressed the central role of human capital, innovation, and skills development in supporting the sector’s evolution toward higher value-added activities.
By late 2024, the offshoring sector employed 148,500 people, with 18,500 net job creations over two years and service exports reaching 26.22 billion dirhams. These figures confirm offshoring’s significant contribution to national digital economy growth and Morocco’s positioning in global value chains.
Facing rapid sector transformations, the kingdom now focuses on upgrading its offering, developing advanced skills, and strengthening research and development. Specialized training programs and dedicated institutes support this momentum to prepare Moroccan talent for new digital professions and high value-added services.
By 2030, Morocco aims to double export revenues to nearly 40 billion dirhams while increasing sector employment to 270,000 positions through an attractive “Made in Morocco” offering competitive for major international digital players.
The new offshoring model centers on three structural pillars: human capital through strengthened skills and employability, modern territorialized infrastructure designed for balanced regional development, and a clear stable incentive framework guaranteeing sustainable sector growth.
The meeting featured a high-level panel including Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment and Skills, along with representatives from the private sector. The event concluded with three major convention signings addressing training incentives and Tech Valley offshoring development to create modern economic poles attracting national and international investments.
