The African Development Bank (AfDB) has approved an additional €150 million loan for Morocco’s Communal Equipment Fund (French acronym FEC) to enable it Finance 26 infrastructure projects focusing on water, sanitation, urban mobility, energy efficiency, and social facilities in over 30 municipalities.
The AfDB has also agreed to provide FEC nearly €1 million in technical assistance to improve management capacities of municipalities and local small & medium enterprises (SMEs), aligning with Morocco’s advanced regionalisation policy.
The African bank funding will help FEC speed up development projects in rural zones, expand access to basic services, enhance climate resilience and improve territorial connectivity, contributing to boosting local economic growth and job creation, especially for youth and women.
“This operation marks our second engagement with our strategic partner, the FEC. It reinforces deployment of territorial development projects following the highest environmental and social performance standards,” stated Achraf Hassan Tarsim, the bank’s country manager for Morocco.
Ahmed Attout, director of the bank’s Financial Sector Development Department, emphasized the initiative’s broader impact. “By supporting the FEC in consolidating its capacities, we participate in emergence of more resilient, inclusive, and dynamic territories,” he noted.
These high-impact territorial investments will generate new employment opportunities while strengthening communities’ capacity for action and contribution to Morocco’s socioeconomic development. The operation supports the kingdom’s ongoing decentralization initiatives and will help diversify and reinforce the country’s production capabilities while accompanying growth in strategic economic sectors.
Aligned with the African Development Bank Group’s High 5s priorities and Morocco’s New Development Model, the project aims to support national development and sustainably improve population quality of life.
Created in 1959, the Moroccan Communal Equipment Fund is the main financing arm for local authorities. It has funded over 5,700 sustainable and inclusive infrastructure and development projects nationwide.
