Egypt’s NCHR and Danish experts advance draft for new asylum law

On Wednesday, 12 November 2025, Egypt’s National Council for Human Rights (NCHR), in collaboration with the Danish Institute for Human Rights (DIHR), concluded its first expert meeting to draft recommendations for the executive framework of Asylum Law No. 164 of 2024.

The session brought together representatives from key ministries, State institutions, and international experts to translate the law’s provisions into practical policies. The focus was on developing a human rights–based approach to asylum management, including registration, documentation, residency, protection, and data collection, alongside grievance and legal aid mechanisms to safeguard vulnerable groups.

The meeting also emphasized continued collaboration between the NCHR and the UNHCR, as well as the strengthening of the Permanent Committee for Refugee Affairs. Key recommendations include ensuring refugee protection in line with international conventions while balancing Egypt’s constitutional and national interests.

The outcomes mark a significant step towards completing the law’s executive framework, with further consultations planned before submission of the final recommendations.
