Russia’s veto of a US-draft resolution at the UN Security Council on Oct 30 has handed Morocco a decisive diplomatic triumph.
By blocking a text that enshrined autonomy under Moroccan sovereignty as the sole basis for resolving the Sahara question, Moscow inadvertently terminated the mandate of MINURSO.
The mission, long criticized in Rabat as a tool that internationalized a purely regional dispute, will now leave the southern provinces within days.
The Royal Cabinet’s official statement celebrated the outcome as the definitive closure of a 35-year chapter.
Without a renewed mandate, MINURSO’s presence, personnel, vehicles, and infrastructure must depart, the palace said.
The failure to renew the mission, which expires on Oct 31, means the Sahara file will be removed from the Security Council’s agenda, ending the annual cycle of reports, briefings, and resolutions that had kept the issue artificially alive.
The numbers tell the story of Morocco’s growing strength.
The US proposal secured 11 votes out of 15.
Russia’s competing text, a pure technical rollover of the status quo favored by Algiers, managed only three. It was defeated by 11 votes against and a US veto.
Morocco presented Moscow with a clear choice accept the full autonomy-based framework or lose the mission entirely. Russia chose the latter and, in doing so, achieved what decades of Moroccan diplomacy could not, that is the quiet dismantling of the last symbol of contested sovereignty.
MINURSO, created in 1991 for a referendum that became impossible more than two decades ago, had long outlived any useful purpose.
After the Polisario itself declared the 1991 ceasefire dead in 2020, the mission observed a truce one party openly rejected.
Resolution 2797 of 2025 had already established Moroccan autonomy as the framework.
The Russian veto of 2026 removed the institutional machinery that allowed endless reopening of the file.
Morocco remains firmly committed to the ceasefire and to the security of its citizens and its territorial integrity.
What Algeria sought to preserve as its last international foothold has vanished. In trying to freeze the status quo, Moscow has accelerated Morocco’s definitive settlement of its Sahara.
