Morocco’s OCP Resumes Fertilizer Shipments to U.S. After Suspension of Duties

The OCP Group has resumed its fertilizer exports to the United States after U.S. President Donald Trump issued an emergency proclamation lifting temporarily countervailing duties (CVD) on phosphate fertilizers imported from Morocco for eight months.

The first shipment of Moroccan Triple Super Phosphate (TSP), consisting of 54,000 tons, has already arrived at the Port of New Orleans. TSP is a high-concentration, nitrogen-free granular fertilizer containing 46% water-soluble phosphorus and roughly 15% calcium. It delivers pure phosphorus to strengthen roots, improve drought resilience, and decouple nutrient applications.

The resumption of export of Moroccan fertilizers will contribute to reducing fertilizers prices in US market. It will also help American farmers cut costs and make important savings.

Global supply chains for phosphate fertilizers and fertilizer inputs have been disrupted by conflicts in fertilizer-producing regions, and trade actions taken by major fertilizer-producing regions.

The countervailing duties imposed on Morocco have been under a five-year sunset review by the US Department of Commerce (DoC) since early March. DoC announced in June it would be extending the deadline for a preliminary decision until July 20.

Moroccan fertilizer producer OCP and Russian fertilizer producers have been subject to countervailing duties on phosphate exports to the US since 2021, after US fertilizer producer Mosaic filed a petition with authorities alleging the two countries’ phosphate imports materially injured the US market.

President Trump says American farmers must maintain reliable access to key fertilizers to mitigate significant risks to food production, safeguard national security, and ensure a stable domestic food supply.

Phosphate fertilizers are a critical type of plant food, a crucial component of agriculture production, and vital to feeding Americans and maintaining the United States’ food security.

The new shipment opens a fresh chapter for OCP in the American market, with the possibility of gradually scaling up Moroccan phosphate fertilizer deliveries ahead of the autumn planting season.
