Morocco Activates Election Monitoring Commission Ahead of September 23 Vote

Morocco’s Interior Minister Abdelouafi Laftit convened two meetings with the leaders and senior officials of the country’s political parties, during which they were formally informed of King Mohammed VI’s Instruction to activate the Central Election Monitoring Commission in preparation for the September 23, 2026 legislative elections. The sessions were held in Marrakech and unfolded in a positive climate marked by frank and responsible dialogue, according to press reports.

The Central Election Monitoring Commission is composed of the Interior Minister and the President of the Public Prosecution. Its mandate is to ensure the security and integrity of the electoral process at every stage, from the period of candidacy filing through to the counting and announcement of results. The commission will operate through a hierarchical territorial extension: regional commissions composed of Walis and regional chief prosecutors, and provincial commissions composed of governors and local prosecutors. The structure ensures continuous institutional oversight from the national level to the most local administrative tier.

At the same meetings, party leaders were briefed on the results of the voter registration roll revision conducted between 15 May and 10 July 2026 under the supervision of magistrate-chaired administrative commissions. They were also informed of the new electronic platform for filing candidacies and provided with an overview of the legislative and regulatory framework governing state financing of election campaigns.

Party chiefs and senior officials expressed sincere gratitude to King Mohammed VI for the instruction activating the commission and its regional and provincial offshoots. They also confirmed the readiness of their formations to mobilize and work alongside public authorities and other stakeholders to create the best possible conditions for the vote.

The September 23 election will renew all 395 seats in the House of Representatives, under a proportional representation system that allocates 305 seats across 92 local constituencies and 90 via 12 national lists requiring at least one-third female representation. The official campaign period runs from 10 September through midnight on 22 September.
