Morocco completes first phase of national broadband plan, accelerates 5G rollout

Morocco has completed the first phase of its National Plan for the Development of Broadband and Very High-Speed Internet (PNHD), extending 2G, 3G and 4G telecommunications services to more than 10,690 areas out of a total of 10,740, Minister Delegate for Digital Transition and Administration Reform Amal El Fallah Seghrouchni said.

Speaking at an oral question session at the Lower House, Seghrouchni said the second phase of the plan has been launched, with the aim of expanding coverage and improving services in 2,000 additional rural areas by 2026.

In areas that are difficult to serve via terrestrial networks, satellite technologies (VSAT) are being deployed, she said.

Turning to next-generation connectivity, the minister recalled her earlier statements on the strategic role of 5G in Morocco’s digital transformation. She said 5G services have already been launched in more than 50 cities, benefiting around 7 million subscribers.

Telecom operators have committed to investments exceeding 80 billion dirhams by 2035 to extend and densify 5G infrastructure. The stated targets are to cover 45% of the population by 2026 and 85% by 2030, in line with the national “Maroc Digital 2030” strategy.

As part of this effort, Maroc Telecom and inwi have teamed up through a strategic partnership to accelerate the rollout of fibre-optic and 5G infrastructure, notably via shared investments in network towers and passive infrastructure. Orange Maroc, meanwhile, has launched its own 5G deployment and investment plan, focusing on both consumer services and advanced use cases for enterprises and industry.

Seghrouchni also reaffirmed the government’s commitment to the national fibre-optic plan, which aims to connect 5.6 million households by 2030.
