Libya: NOC signs agreements to develop oil-rich cities’ digital infrastructure

The National Oil Corporation (NOC) has solidified strategic cooperation agreements with telecommunications providers Al-Madar, Libyana, and Hatif Libya, as part of the “Toward Smart Oil Cities” initiative. The primary objective of these agreements, signed on September 25, is to modernize and enhance digital infrastructure across Libya’s oil-producing regions.

These agreements aim to incorporate state-of-the-art communication and information technology (ICT) frameworks to bolster sustainability, improve operational efficiency, and optimize production workflows within the hydrocarbon sector, a statement on NOC’s Facebook page said.
The partnerships underscore the critical importance of advanced digital communication infrastructure in enabling intelligent resource management, optimizing operational processes, and ensuring long-term operational resilience.

Hussein Safar, a member of NOC’s Board of Directors, highlighted that these agreements signify a paradigm shift in the synergy between the oil and telecommunications sectors. He underscored the central role of digital transformation as a key driver of the industry’s evolution, enhancing both its global competitiveness and domestic capabilities. Safar further pointed out that the deployment of cutting-edge technologies will result in significant productivity gains and a reduction in operational expenditures.

Representatives from the telecom companies emphasized that these advanced communication platforms would significantly enhance the real-time monitoring, control, and analysis of large-scale data streams associated with oil extraction and processing. They reiterated their commitment to delivering the technical and logistical expertise necessary to successfully execute these digital infrastructure initiatives.
