Morocco’s Pension Fund Promises less Paperwork, Faster Processing

Morocco’s Caisse Marocaine des Retraites (CMR) has announced new measures aimed at simplifying retirement and survivor-pension case management, under Circular No. 8/2026. The goal is to reduce administrative paperwork and speed up the processing of applications for future retirees and their beneficiaries, the pension fund said.

The new framework fits within a broader push to modernize public administration and digitalize public services, building on Circular No. 7/2019, which had already introduced electronic management of retirement case files. The main change concerns the documents required from applicants: for certain procedures, the number of documents to be submitted will be reduced through better use of information administrations already hold.

The CMR also intends to strengthen electronic data exchange between the agencies involved, an interconnection meant to spare future retirees and their beneficiaries from having to resubmit information already available within public systems. The reform is expected to translate into concrete benefits for users, including fewer documents to gather, fewer trips to administrative offices, and shorter processing times, according to the fund.

The circular also applies to survivor pensions, paid to beneficiaries after the death of a pensioner or an affiliated member, where the CMR likewise aims to limit administrative steps whenever the necessary information can be obtained directly from other administrations. The framework was developed in coordination with the Ministry of Digital Transition and Administration Reform, reflecting the government’s broader push to generalize the dematerialization of public procedures.

The CMR has linked these measures to its 2025-2027 Strategic Action Plan, which places simplifying user pathways, digitalizing processes and improving internal efficiency among its priorities. Implementation will be gradual, with the fund saying it is continuing technical and organizational work alongside partner administrations to make the new provisions fully operational, marking a further step in the digitalization of Morocco’s retirement services.
