Having built its economic appeal over the past two decades on major physical infrastructure, from highways to ports and industrial platforms, Morocco is now shifting its growth model toward data, artificial intelligence, cloud computing and human capital, Finances News Hebdo reports.
The adoption of the Digital Morocco 2030 roadmap marks this shift, treating digital technology not as a standalone sector but as a cross-cutting driver meant to permeate public administration, the productive economy and the labor market. Public funding for digital transformation has risen sharply, climbing from 11 million dirhams in 2021 to more than 1.7 billion dirhams in 2024, according to the news outlet.
Presenting the roadmap in Agadir, the government reaffirmed the transition as a key lever for economic growth and high value-added youth employment, with the focus now shifting to operational execution: digitizing administrative services, supporting businesses and structuring the startup ecosystem in ways expected to translate into measurable productivity gains and lower transaction costs.
On infrastructure, the 2026 launch of an Oracle Cloud region in Casablanca, to be followed by a similar project in Settat, gives public and private actors local access to advanced computing while keeping data storage within national borders, reinforcing what the report describes as Morocco’s digital sovereignty. New research centers in Casablanca and Agadir are meant to link high-level engineering with university training.
Artificial intelligence sits at the center of this new phase through the AI Made in Morocco 2030 strategy, which aims to build sovereign AI solutions suited to national needs. Moroccan Minister of Digital transion Amal El Fallah Seghrouchni has told United Nations bodies that adopting existing technology is not enough without building local skills, datasets and governance frameworks, with Morocco aiming to apply AI across health, education, agriculture and public services while developing models capable of processing Arabic, Darija and Amazigh languages.
