Libya Unveils AI Strategy, Sets Ambitious Digital Transformation Targets

Libya has launched its National Artificial Intelligence Strategy for 2026–2030 and adopted a National Charter for Artificial Intelligence Ethics as part of National Technology Day celebrations in Tripoli.

Prime Minister Abdul Hamid Dbeibah said artificial intelligence has become an important tool for improving public services, increasing Government efficiency and boosting the country’s economic competitiveness. He also highlighted the creation of a ministerial portfolio dedicated to the digital economy and AI.

Under the strategy, Libya aims to ensure that 80 per cent of Government institutions use AI solutions, automate half of all Government transactions, provide digital identities to 70 per cent of the population, train 10,000 public sector workers in advanced technologies, support 100 AI-focused start-ups and digitize 70 per cent of paper-based records.

The Government also adopted a national AI ethics charter, which promotes transparency, fairness, accountability and the protection of digital rights while safeguarding national security and digital sovereignty.

The Charter stresses that humans must remain at the centre of AI systems, with the technology serving as a support tool rather than replacing human decision-making, particularly in sensitive sectors such as healthcare, justice and security.
