Morocco plans fresh tax hikes on cigarettes and e-cigarettes from January 2027

Moroccan smokers and vapers face new price increases from January 1, 2027, under the 2027 Finance Bill.

The draft budget proposes reforming the domestic consumption tax (TIC) on traditional cigarettes for 2027–2031.

This continues the multi-year plan launched in 2022.

The government aims to raise state revenues, reduce price gaps between brands, and support public health in line with World Health Organization recommendations.

Exact tax rates and resulting price rises for conventional cigarettes have not been detailed.

New prices are usually announced by the Customs and Indirect Taxes Administration on January 1.

For electronic cigarettes, the measures are clearer. Authorities plan to double the TIC from 50 to 100 dirhams per unit and expand its scope.

The 50-dirham tax previously applied mainly to disposable e-cigarettes.

Officials say this led to products designed to avoid the tax, including kits and empty pods.

The new rules will cover disposable and rechargeable e-cigarettes as well as related devices and components. Health risks, especially among young people, are also cited.
