Mauritania and CWP Global have signed a comprehensive agreement to develop the Aman green hydrogen project, establishing the contractual, financial, economic and development framework for its next phases.
The agreement, signed on Thursday, September 17, 2026, sets out the conditions governing the project, which Mauritania describes as one of the world’s largest green hydrogen initiatives. It is also the country’s first agreement of its kind in the sector.
Energy and Petroleum Minister Mohamed Ould Khaled said the agreement demonstrated international investors’ confidence in Mauritania’s energy sector and provided a comprehensive framework for the project’s development.
CWP Global Board Chairman Mark Grandal said Aman had reached the front-end engineering and design stage. The company expects to make a final investment decision before 2030.
The project aims to produce approximately 1.2 million tons of green hydrogen and 6.6 million tons of green ammonia annually. The output will support fertiliser production and the development of low-emission fuels.
Aman is also expected to stimulate green hydrogen-related industries in Mauritania, including green steel production and the domestic processing of iron ore instead of exporting it in its raw form.
Mauritania and CWP Global launched the project in 2020 to capitalise on the country’s renewable-energy potential and strategic location. The parties signed a memorandum of understanding in 2021 and a framework agreement in 2022 to establish the foundations of their partnership.
