The United Nations Security Council on Wednesday, 9 September 2026, welcomed a framework agreement aimed at paving the way for presidential and legislative elections in Libya within two years.
The Libyan parties signed the agreement on 30 August following a “mini-meeting” facilitated by the United Nations Support Mission in Libya (UNSMIL). It provides for the reconstitution of the High National Elections Commission’s board and amendments to the electoral framework.
Council members urged all relevant Libyan parties to support and implement the agreement fully and without delay. They also reaffirmed their backing for UNSMIL, its head, Hanna Tetteh, and the political roadmap announced by the mission on 21 August 2025.
The Security Council further called for progress in implementing the unified spending framework announced on 11 April 2026 and unifying Libya’s state, military and security institutions, as well as its executive authority.
Members reiterated their commitment to an inclusive, Libyan-led political process and stressed the need to respect the country’s sovereignty, independence, territorial integrity and national unity while avoiding external interference. UNSMIL described the agreement as an important step towards free, fair, transparent and inclusive national elections.
