Morocco: PortNet and ONSSA Launch Joint Digital Platform to Modernize Import Clearance

Morocco has taken a further step in the digital transformation of its foreign trade administration with the launch of a new online service enabling importers to submit customs documentation and sanitary and phytosanitary data directly through the Moroccan Portal for Foreign Trade Procedures, PortNet. The initiative is a joint development between PortNet and the National Office for Food Safety (ONSSA), forming part of Morocco’s 2025-2027 Foreign Trade Roadmap.

Under the new system, importers of goods subject to ONSSA’s sanitary and phytosanitary controls can electronically file supporting documents linked to the Single Goods Declaration (DUM) and transmit additional clearance information online — a process that previously involved manual submission and sequential interagency handling that added time and complexity to import operations.

A defining technical feature is the real-time interconnection between PortNet’s and ONSSA’s information systems. Data is shared instantly between the two institutions, eliminating duplicate entry, ensuring consistency across submissions and giving importers up-to-date visibility on the status of their files at each stage of the clearance process.

The service is designed to reduce the time goods spend at Morocco’s ports, airports and other entry points, lower administrative friction, improve traceability and strengthen the overall integrity of border control procedures. Authorities also expect the platform to contribute to smoother cross-border logistics flows and improved national trade competitiveness.

To facilitate the rollout, PortNet SA will provide technical assistance directly to users during the initial phase, complemented by dedicated training sessions for importers and trade operators. The launch adds to a growing series of digitization measures Morocco has been pursuing to modernize its foreign trade administration and reduce the procedural burden on operators engaged in international commerce.
