Morocco Launches Autocar Sûr, Rural Transport Fleet Renewal Programs

The Ministry of Transport and Logistics has announced the formal launch of two complementary programs — Autocar Sûr and the fleet renewal program for rural and long-distance passenger and freight transport — effective from June 1, 2026, through the dedicated digital platform tajdid-hadira.narsa.gov.ma. The announcement formalizes a long-awaited activation of vehicle safety and modernization incentives across several regulated transport categories.

The scope of the fleet renewal program covers four categories of operators: rural passenger transport services, freight transport for third parties, breakdown and recovery operators, and driving schools. For each category, the program enables operators to apply for fleet modernization support — typically including financial assistance for the scrapping and replacement of ageing vehicles — through a fully digital process managed in coordination with the National Road Safety Agency (NARSA).

The rollout is structured in two phases. Phase one, from June 1, will open platform registration for companies that do not yet hold an active account. This preparation phase allows operators to create their profiles, verify their documentation, and position themselves ahead of the formal application window. Phase two, beginning June 15, will open the portal for the actual submission of renewal and demolition requests. The Ministry explicitly confirmed that accounts created before June 1 remain valid and can be used for new applications from the start of phase two.

The communication also clarified a housekeeping provision: any applications submitted to the platform before this announcement that have not yet resulted in a formal spending commitment will be considered void, and the companies concerned are required to resubmit under the 2026 program. This measure ensures a clean start for the new cycle and prevents the accumulation of unresolved legacy applications that could obstruct the processing of new requests.

The Autocar Sûr and fleet renewal programs form part of Morocco’s sustained effort to improve road safety and reduce the average age of the national transport fleet — a dual objective with both economic and social dimensions. An ageing fleet increases maintenance costs, reduces service reliability, and raises accident risk. The shift to a fully digital application and management platform, under NARSA’s oversight, represents a tangible improvement in the governance of transport incentive programs, reducing the administrative friction that has historically limited uptake of such schemes among smaller operators in rural areas.
