Morocco’s average public sector salary rises 39% in a decade

The average net monthly salary of Moroccan civil servants reached 10,732 dirhams in 2026, up 39.4% from 7,700 dirhams in 2016, according to the human resources report accompanying the 2027 draft budget law.

The increase reflects salary adjustments resulting from social dialogue agreements, promotions, and measures aimed at improving the purchasing power of public employees.

However, the report highlights significant disparities across the public sector.

Civil servants in lower grades earn an average net salary of 5,994 dirhams per month, compared with 7,343 dirhams for mid-level employees and 12,725 dirhams for senior officials.

While the average salary now exceeds 10,000 dirhams, nearly 37% of civil servants earn 8,000 dirhams or less, whereas just over 5% receive more than 20,000 dirhams per month.

The government’s wage bill has expanded even faster than salaries. State personnel expenditures rose by 64.5% over the past decade, reaching 195.3 billion dirhams in 2026, compared with 118.7 billion in 2016.

Personnel spending now accounts for 10.7% of GDP and roughly one-third of total state budget expenditures, underscoring its weight on public finances.

The Ministry of National Education remains the largest employer, accounting for 52.3 billion dirhams, or nearly 38% of civilian personnel expenditures, ahead of the Interior Ministry and the Ministry of Health and Social Protection.

Despite the sharp increase in spending, the number of budgeted civil servants declined slightly from 583,267 in 2016 to 574,026 in 2026, reflecting institutional reforms, retirements, and changes in recruitment mechanisms across key sectors.
