Morocco’s National Ports Agency (ANP) has launched a tender for the final phase of a new access road to the Port of Agadir. The tender covers Lot PP7, the third phase of the port’s third access road, and bidders have until 12 November to submit offers through the portal of the European Bank for Reconstruction and Development (EBRD).
The project belongs to the ANP’s climate resilience program, with a total budget of €45.75 million (494.78 million dirhams). The EBRD is providing €40 million through a senior loan, made up of a firm €15 million tranche and a conditional €25 million tranche. The program also has €5.06 million in external financing, an unfunded balance of €0.69 million and a grant from the Global Environment Facility. It aims to make Atlantic ports more resilient to rising sea levels and coastal flooding, and covers Agadir, Kénitra, Casablanca, Sidi Ifni, Tan-Tan and Larache.
The five-kilometer section will link the Abaraz roundabout in Hay Mohammadi to the port area, forming part of the third section of Agadir’s north-east ring road, which is to connect the port with Al Massira Airport. The project represents 171.7 million dirhams of investment, with construction expected to take 14 months and finish in May 2027.
The previous contract, Lot PP6, went to the Casablanca-based Seprob-ALEQ consortium. Signed on 31 December 2024 and worth 206.37 million dirhams, it was scheduled for completion on 24 May 2026.
The Agadir program also includes possible dredging of up to 30,000 cubic meters of sediment, subject to an earlier analysis because the port sits next to Souss-Massa National Park. Separately, the ANP is spending 27.68 million dirhams over eight months on the scanner area and access points, including road works, utility networks and perimeter security, to ease the movement of heavy goods vehicles.
