Morocco’s customs administration, the ADII, is preparing an artificial intelligence strategy and roadmap for a progressive, coherent and secure rollout of the technology, judging a gradual transformation more suitable than a rapid, risk-laden deployment, according to Medias24.
The strategy builds on the ADII’s 2024-2028 strategic plan, which already identifies AI as a lever for modernizing operations, including scanner image interpretation and predictive analytics based on customs declaration data to strengthen fraud detection. In 2025, the administration launched a project with the World Customs Organization and Switzerland’s State Secretariat for Economic Affairs on AI-driven risk analysis, building on a digital innovation lab the ADII has operated since 2022.
Priority use cases under consideration include AI-assisted tariff classification, document understanding, scanner image analysis, operator profiling and anomaly detection, alongside blockchain applications to strengthen digital trust, with the strategy’s design first requiring an assessment of the ADII’s current data maturity and organizational readiness.
International customs authorities offer a preview of what more advanced adoption can achieve. China already operates at least 62 AI models across its customs system, including a real-time risk-scoring tool called TianXuan, and aims to equip more than 90 percent of its entry points with smart inspection by 2030.
Singapore’s DAISY system, launched in 2025, has made smuggling detection up to 16 times more precise while cutting analysis time from roughly 20 minutes to under two.
Morocco currently has no standalone AI law, though its use remains subject to existing data protection and cybersecurity legislation as the kingdom works toward a dedicated responsible AI framework.
The World Customs Organization recommends starting with targeted, high-impact projects before wider rollout, an approach the ADII’s gradual strategy is designed to follow while preserving human oversight of AI-assisted decisions.
