Morocco takes concrete steps to boost youth participation in politics

Morocco has unveiled a sweeping set of reforms aimed at modernizing governance and strengthening democratic participation, with a particular focus on facilitating youth access to political life.

The measures were announced following the Council of Ministers’ approval of the general orientations of the 2026 Finance Bill and the adoption of four organic law projects.

One of the flagship initiatives targets young citizens under 35, proposing simplified candidacy conditions for parliamentary elections, whether or not they have party backing.

To ease financial barriers, the state will cover up to 75% of campaign expenses, a move designed to encourage fresh voices in the political arena.

The same bill introduces gender-focused measures, reserving regional electoral constituencies exclusively for women to bolster their representation in parliament.

In parallel, a second organic law seeks to modernize the legal framework governing political parties. It aims to enhance internal governance, regulate financing, and promote the inclusion of women and youth in party structures, aligning partisan activity with Morocco’s evolving social landscape.

Beyond political reforms, the Council approved measures to accelerate the restructuring of public enterprises, improve investment performance, and ensure balanced territorial development. Judicial modernization also remains a priority, with steps to bring justice closer to citizens and reinforce Morocco’s business climate.

Two additional organic laws address constitutional matters: one defines procedures for raising exceptions of unconstitutionality, while the other updates rules governing the Constitutional Court to improve efficiency and limit appeals related to parliamentary elections.

The session also adopted two military-related decrees, including a new status for officials in the Directorate of Information Systems Security and updated regulations for the Royal School of Military Health Service, alongside the creation of a Scientific Research Council to guide defense-related innovation.

These reforms underscore Morocco’s commitment to democratic integrity, institutional modernization, and inclusive governance as the country prepares for its next legislative cycle.
