Sudan’s Sovereign Council and cabinet approved the 2026 emergency budget on Wednesday, marking their first joint meeting in Khartoum since the conflict erupted in April 2023. The Sovereign Council said the meeting followed the return of the military-led body and the “Government of Hope” to the capital. Information Minister Khalid Aleisir confirmed that the budget was approved and several laws were passed, while others remain under review.
Prime Minister Kamil Idris had earlier said on December 30 that the emergency budget aims to achieve about 9 percent GDP growth and reduce average annual inflation to 65 percent. Analysts say the government has largely refrained from disclosing budget details during the war, directing most resources to military operations and salaries, with limited spending on public services.
The meeting marked the formal resumption of executive government functions in Khartoum. Authorities also urged citizens to return home following the army’s recapture of the capital in March 2025, after it had been largely controlled by the Rapid Support Forces since April 2023.
