Morocco achieves perfect score in 2025 Global Terrorism Index
Morocco has established itself as an uncontested leader in counterterrorism efforts, achieving a perfect zero score in the 2025 Global Terrorism Index. This exceptional performance positions the North African kingdom as the only country in its region to record no terrorist activity throughout the past year, advancing six places from its previous ranking.
The success stems from a comprehensive security strategy initiated in 2002, which has enabled authorities to dismantle over 200 terrorist cells involved in violence incitement both domestically and in international conflict zones, particularly in the Sahel and Syrian-Iraqi regions. This achievement stands in stark contrast to neighboring territories, as the Sahel remains designated as the world’s most terrorism-affected area.
Moroccan security services have developed significant expertise based on a proactive approach that neutralizes terrorist threats at their inception through constant coordination. This methodology has attracted numerous international security partnerships, with foreign governments seeking Morocco’s intelligence assistance to dismantle terrorist networks within their own borders.
The kingdom’s counterterrorism framework rests on four fundamental pillars: strengthening security and legal frameworks, promoting economic and human development, preserving religious identity, and enhancing regional and global cooperation. Central to this approach is the promotion of moderate Islam founded on universal values of coexistence and peace.
Despite the territorial defeat of Daesh, terrorism remains a persistent global threat requiring vigilant monitoring.
