Morocco, France sign judicial cooperation action plan

Morocco and France have signed an action plan providing for strengthening cooperation relations in the judicial and technical fields, and promoting the exchange of expertise and best practices in legislative and legal reform.

The plan, initialed by Justice Minister Abdellatif Ouahbi and his French counterpart Eric Dupond-Moretti, who is on a visit to Morocco, covers a number of areas, including the modernization and digitization of the judicial administration and the improvement of its governance as well as the development of human resources capacities.

It also covers the exchange of information on legislative developments in the justice sector, and technical support for justice reform projects.

The two officials reviewed during their talks the results of cooperation between the two departments in the fields of administrative and technical cooperation, and the broadening of its horizons in line with international, national, and regional developments in the justice sector.

They underlined the importance of strengthening cooperation to reflect the historical and strategic relations between the two countries, particularly in the fields of legislation, law, and judicial administration.

In a statement to the media following the signing of the action plan, Eric Dupond-Moretti said the judicial and legal field is “a perfect illustration of the unique common destiny” between France and Morocco, two countries bound by “a very close active and reciprocal solidarity” in this area.

He added that the two countries are engaged in a process of digital transformation aimed at making justice more accessible, faster, more protective, and more efficient.

The French Justice Minister also underlined the unique common destiny linking the two countries, based in particular on the proximity of their legal and judicial systems.

With regard to the technical cooperation action plan, Dupond Moretti pointed out that both parties aspire to achieve a number of objectives, including modernizing the justice system and reinforcing its efficiency, digitizing procedures and structuring jurisdictions administratively.

Exchanges will be scheduled in the very near future to share the expertise of both parties on specific subjects, including the dematerialization of civil and criminal proceedings, the tools made available to magistrates and judicial staff, and the possibilities offered to litigants to bring cases before the courts and monitor their affairs online, he said.

These exchanges will also cover the training of registry staff and the fight against violence against women and domestic violence, he pointed out, expressing France’s readiness to cooperate with Morocco to achieve common goals in the fields of modernization, digitization and human resources capacity building.

The signing of this action plan, which represents an important step towards promoting relations between Morocco and France, reflects both countries’ determination to strengthen their cooperation in various areas of common interest.
