Morocco’s MASEN, main interlocutor for green hydrogen investors

Morocco’s green hydrogen offer to investors has assigned a prominent role to the country’s sustainable energy agency MASEN as the main interlocutor for investors.

The agency is tasked with examining projects by investors and coordinating between them and authorities.

On March 10, the Prime Minister’s office said the offer is ready and promised 1 million hectares of public lands to be dedicated to green hydrogen projects, starting with a first stage of 300,000 hectares.

Other agencies such as the water and electricity utility, the finance and equipment ministries will also be involved in green hydrogen projects.

The offer has pipelines in sight to connect Morocco’s output to green hydrogen infrastructure in Europe, as it also plans to use the new energy in the domestic market.

Investors will benefit from incentives under Morocco’s investment charter as well as tax incentives including VAT and customs duty exemptions.

King Mohammed VI has given his instructions in 2022 for the government to speed up the development of a Moroccan green hydrogen offer “to make sure the requirements of quality are observed, to leverage our country’s significant potential in this regard, and to meet the expectations of leading global investors in this promising field”.

The offer is designed to “enable Morocco to play a major role in the field of energy transition globally, and reshape the resulting flows,” according to a statement by the Prime minister’s office.
